Lombardo said "20 plus" people were killed and "100 plus" were injured. Police officers were among the dead, he said.

"The primary aggressor is dead ... the scene is static," Lombardo confirmed. The dead man lived locally and his motives were not known. There were no explosives involved in the attack but police used a controlled explosion to get to the suspect, he said.

A collapsed factory in a working class area, and the lack of information about who died there, is a poignant reminder that in Mexico City not all deaths are equal

A small crowd pay its respects in front of a huge crater where a misshapen white mannequin, stacks of plastic buckets, and a dozen crushed vehicles are all that is left of the four-storey factory building which collapsed onto a packed car park.

At least 21 people were killed here in Colonia Obrera, one of Mexico City's historic working class neighbourhoods, after it was instantly flattened by this month's powerful earthquake.

Rabbiya Khan, their mother, left Jiah alone in the family's apartment in the affluent beach suburb of Juhu at around 9pm to have dinner with friends. At 9.37pm she spoke to Jiah on her mobile. "I said the typical mummy-ish things about how she mustn't forget to eat," says Rabbiya. "She needed to gain weight for a film role. We laughed about how she could have any food she wanted. She sounded relaxed and happy."

The Spanish government's attempted suppression of Catalonia's independence referendum by brute force has raised urgent questions for fellow EU members about Spain's adherence to democratic norms, 42 years after the death of the fascist dictator, Francisco Franco. Charles Michel, Belgium's prime minister, spoke for many in Europe when he tweeted: "Violence can never be the answer!"

Madrid's pugnacious stance, while widely condemned as a gross and shameful over-reaction, has nevertheless sent a problematic message to would-be secessionists everywhere. It is that peaceful campaigns in line with the UN charter's universal right to self-determination, campaigns that eschew violence and rely on conventional political means, are ultimately doomed to fail. The boat that pulled away from the shore near Tripoli one night in July was different from the usual vessels that leave Libya packed with as much human cargo as the smugglers can fit in. It was a proper boat, not one of the flimsy, dangerously overloaded dinghies that so often capsize in the Mediterranean. From the smuggler who steered, Kalashnikov slung across his back, to the 17 passengers, all on board the boat were Libyan. Those who risk this crossing to Europe are typically from sub-Saharan Africa. Some come from countries like Bangladesh. Until recently, however, Libyans were a rarity.

One caused a particular stir when he hoisted himself into the boat. "Wow, Libya is so messed up even MC Swat is leaving," quipped another passenger, as all onboard began to recognise one of the country's best known rappers.

On an evening last September, I received a call from Robbie Criss, a member of a readership group my publication, the Journal Star in Illinois, started three years ago to improve coverage of Peoria's South Side, a neighborhood where many residents struggle with poverty.

Criss told me his two teenage sons were arrested in a park at gunpoint and were brought into the Peoria police station because they "looked like" suspects in an armed robbery. About five hours later, after police determined the young men had nothing to do with the crime, they were released.
