House Benghazi report faults military response, not Clinton, for deaths

Panel chair Trey Gowdy concludes $7m investigation with 800-page report that accuses US of being slow to respond after 2012 attack was already under way

House Republicans investigating the 2012 terrorist attacks in Benghazi, Libya, have found no new evidence to conclude that Hillary Clinton, secretary of state at the time, was culpable in the deaths of four Americans, according to the committee's final report released on Tuesday.

The 800-page document released by the Republicans on the House select committee on Benghazi brought to a close a fiercely partisan, two-year, $7m investigation that included interviews with more than 80 witnesses. The report reveals new details about the night of the attack and concludes that the Obama administration failed to recognize the possibility of it happening.

Abortion providers and advocates gathered anxiously around a computer screen in Austin on Monday morning, waiting for news from the supreme court.

When the ruling came through and handed a major victory to abortion rights supporters battling the severe restrictions Texas imposed in a 2013 law, there was elation that soon became inflected with an awareness of the challenges that still lie ahead in order to undo the damage done by the overturned regulations and to prepare for future battles against a state legislature hell-bent on finding ways to limit abortions.

Brexit live: 'sad' Cameron says EU must deal with immigration concerns - latest news

  • 27 EU leaders meet without Britain for first time
  • Corbyn faces leadership challenge after news 172 MPs fail to back him
  • Stephen Crabb confirms he will stand for Tory leadership with Sajid Javid
  • Nicola Sturgeon in Brussels for meeting with Juncker
  • Catch up with today's morning briefing

On Monday Chi Onwurah was being tipped by Labour sources as the next shadow business secretary. She has now written a blog saying that she voted against Jeremy Corbyn in the no confidence ballot and explaining why.

Here's an extract.

I am not going to set out a detailed critique of Jeremy's leadership. Whilst Jeremy has some important qualities – honesty and integrity – I could not in good conscience say I had confidence in him as our leader. I therefore voted No to today's motion.

Since Monday, 86 constituents (including members) have emailed me asking me to back Jeremy Corbyn's leadership whilst 60 constituents have emailed me asking me to vote against a motion of confidence in his leadership. I have considered all their comments. Of the activists who worked the EU referendum – doorknocked, leafletted etc. – who contacted me the majority did not back Jeremy. On the doorstep, the majority of constituents who mentioned Jeremy did so negatively. I nominated Jeremy to widen the leadership debate and have backed him since he became leader. I hope that constituents and party members alike in Newcastle recognise that I have always supported him in public and have undertaken to serve him in whatever capacity he asked of me.

Jeremy Corbyn may have lost the support of his parliamentary party but, according to a press notice from his supporters, he still holds Facebook and Twitter. As of last night, there had been 48,000 "likes" on his Facebook status, and a graphic supporting him had been shared by 26,000 people and viewed by 5 million. Marshajane Thompson, who helps to run the Jeremy Corbyn for PM social media operation (JC4PM), said:

The huge increase in activity on the accounts we run shows the breadth of support for Jeremy in Labour and in Britain. With messages of support flooding in, we've had enough engagement to win a leadership contest several times over. We know you can't win an election with social media power alone, but you can't win without it either, and our leader has it in spades.

'Regret no coloured': ads reveal true feelings – archive 29 June 1962

29 June 1962: Were any literary conceits ever more meaningless than those "regrets" and "sorrys"?

An outstanding anthology of landladies' prose is on view in a shop display case near Clapham Common. It is well worth a visit even for regular students of landladies' prose as used in their advertisements, for this anthology contains some remarkable examples of their style at its most revealing.

All the standard lyrical passages are there – such as "Quiet house in select road recently decorated throughout with clean surroundings and pleasant atmosphere" – and it includes some admirably terse exercises in the art of persuasion – "Rent reasonable Frige use of bath." But where the anthology really scores is in the subtlety with which so many of the writer-landladies reveal themselves in what is on the surface merely an offer of a bedsitter.

Erdoğan boxed Turkey into a diplomatic corner in recent years. Now he's on the ropes and he badly needs a wet towel and a breather.

Gus Heffernan obituary

Posted: 28 Jun 2016 09:56 AM PDT

My father-in-law, Gus Heffernan, who has died aged 96, worked for nearly 40 years for the John Lewis Partnership at the Cole Brothers department store in Sheffield. He had previously endured a gruelling second world war – although the conflict did little to dislodge his gentleness, kindness and sense of humour.

He was born in County Tipperary, when Ireland was still part of the UK. His father, Michael, was a policeman in the Royal Irish Constabulary; by 1919, the IRA was in a bitter war of independence against the crown, and RIC officers were prime targets. The British government offered them asylum, and Michael resettled in Sheffield to work in the steel industry. In 1922 he was joined by his wife, Elizabeth (nee Duggan), and their five children, including three-year-old Gus. Another child, Michael, arrived after they had moved into their council house in Firth Park.

Where the streets have new names: the airbrush politics of renaming roads

Posted: 28 Jun 2016 04:18 AM PDT

Is naming a street after a controversial character like Margaret Thatcher – or Bobby Sands – simply superficial, or can it cut to the heart of a city's identity?

When the mayor of Madrid, Ana Botella, inaugurated Plaza Margaret Thatcher in 2014, flanked by the former British prime minister's son Mark and his wife, it sparked a series of rows about the appropriateness of having a city square named after the "Iron Lady".

Over the following days and months, the sign bearing Thatcher's name was repeatedly vandalised, with Madrid-based British socialists campaigning to have the square renamed Jack Jones Plaza, after the Transport and General Workers' Union head who fought with the International Brigades.

India tomato shortage causes curry crisis and puts sellers under pressure

Posted: 28 Jun 2016 11:00 PM PDT

Drought has hit the harvest, hurting farmers, hiking prices and forcing consumers to use substitutes for tomato-based dishes such as curries

At Pimpalgaon Basant, a village in western India, there is not a single cloud in the sky. The last time it rained was days ago, and that was only for an hour. Without rain, the Pimpalgaon tomato market, said to be the biggest in Asia, is almost empty.

"We have around 75% fewer tomatoes than normal," says Sheik Tanveer, who works at the market. "Normally, you can buy tomatoes wholesale for 10 rupees [10p] a kilo here – now you'll get about 150g for that."

Finland came top and Central African Republic bottom of the index, which ranks 133 countries for how they meet citizens' social and environmental needs

The world has been broadly successful in harnessing economic growth to improve delivery of basic needs, but rising wealth is less effective in tackling more intractable, less tangible problems like intolerance and exclusion, and policies to tackle these are needed, according to the latest Social Progress Index.

Finland came top of the index, which ranked 133 countries on the extent to which they meet the social and environmental needs of their citizens. It was followed by Canada, Denmark, Australia, Switzerland, Sweden, Norway, Netherlands, the UK, Iceland, New Zealand and Ireland.

Over-populated or under-developed? The real story of population growth

Posted: 28 Jun 2016 03:22 AM PDT

The world population looks set to reach 9.7 billion by 2050, but what's behind the big numbers? We look at the complex demographic shifts in play

Global population hit 7.3 billion midway through 2015, an increase of 2 billion since 1990. It will continue to climb steadily, according to forecasters, reaching 8.5 billion in 2030, 9.7 billion in 2050, and 11.2 billion in 2100.

But there is more to the population story than unprecedented numbers. The rate of growth is continuing to slow – the overall growth rate has been falling since the 1970s – and demographics are shifting.

More people in less space: rapid urbanisation threatens global health | Seth Berkley

Posted: 28 Jun 2016 02:48 AM PDT

As city populations swell worldwide, our ability to prevent and control infectious disease will come under ever greater strain

The global population looks set to rise to 9.7 billion people by 2050, when it is expected that more than two-thirds of humanity will be living in urban areas. The global health community is bracing itself. Compared to a more traditional rural existence, the shift in lifestyle and inevitable increase in exposure to pollution will lead to significant long-term rises in non-communicable diseases such as cancer and cardiovascular disease.

Worrying as this prospect may be, current population trends are already altering the global health landscape even faster than we realise, and that could pose far bigger and more immediate problems.

How the Texas abortion ruling will affect access across the US

Posted: 28 Jun 2016 07:18 AM PDT

Providers across the country have heaved a sigh of relief following the supreme court's decision, but hundreds of restrictions are insulated from its effects

Hours after a monumental supreme court ruling declared one of the US's harshest abortion restrictions to be unconstitutional, abortion rights activists were already jubilant over the prospect that many more restrictions could be struck down in its wake.

"Without question, today's ruling was a game changer," said Nancy Northup, the president of the legal group the Center for Reproductive Rights, whose attorneys argued for the clinics before the court. "This decision will be critical in the many, many legal challenges taking place around the country."

Stanford sexual assault case revealed racial bias. We must recall the judge.

Posted: 28 Jun 2016 04:00 AM PDT

If we're going to make rulings on a case-by-case basis, then judicial discretion can only be entrusted to judges who will use it fairly – and Aaron Persky clearly can't

Even before the news broke that Judge Aaron Persky had approved a sentence of three years in prison for Raul Ramirez, a Latino man who had pleaded guilty to a very similar sexual assault to the one committed by white former Stanford athlete Brock Turner, the issue of race and sentencing had surrounded the Turner case and the movement to recall Persky.

One can expect further outcry now that Persky's lenient sentence in one case involving an elite white athlete from Stanford – only six months in a county jail for three felony counts of sexual assault on an unconscious woman – can be contrasted with the relatively harsh sentence he imposed on a person of color: three years in state prison.

Heroin killed my brother 38 years ago. Too many still suffer in its clutches | Eugene Paul

Posted: 28 Jun 2016 04:00 AM PDT

The heartbreak of losing a loved one to a drug overdose never goes away. I hope the trend toward treatment instead of punishment prevents future suffering

On 30 June 1978, my brother Georgie died of a presumed heroin overdose in a hallway in West Harlem. He was 40.

The day he died wasn't only my 12th wedding anniversary, but also the last day of my medical internship at Harlem Hospital. I was filled with a sense of relief; no more routinely spending 100 hours in the hospital each week. I was one day from starting my residency and not being the lowest person in the medical hierarchy.
