Zimbabwe's ongoing crisis descended into outright chaos on Sunday after president Robert Mugabe failed to announce his resignation as widely expected in a national address on live television.

Instead, in a rambling 30 minute address, Mugabe offered no concessions to his critics, the tens of thousands who marched calling for his resignation or the army commanders who led the military takeover last week.

Exploratory talks to form Germany's next coalition government collapsed shortly before midnight on Sunday when the pro-business Free Democratic Party (FDP) walked out of marathon negotiations.

"The four discussion partners have no common vision for modernisation of the country or common basis of trust," the FDP leader, Christian Lindner, announced after the four parties involved missed several self-prescribed deadlines to resolve differences on migration and energy policy. "It is better not to govern than to govern badly."

The European commission is to push for a quota for women on company boards to address the slow progress to gender equality in the senior ranks of publicly listed businesses.

Under the proposals, companies whose non-executive directors are more than 60% male would be required to prioritise women when candidates of equal merit were being considered for a post.

With Islamic State crushed and the democratic opposition to Assad also in military retreat, the three key regional powers – Russia, Iran and Turkey – will meet in the Russian Black Sea resort of Sochi on Wednesday to discuss how to wind down hostilities and draw up a political settlement.

A record number of Hong Kong residents live in poverty, with one fifth of the population falling below the poverty line despite economic growth, according to new government figures.

The number of people living below the poverty line rose to 1.35 million in 2016, about 20% of the city's population. The number is the highest number of poor since the government began publishing statistics in 2009.

The tax haven has a luxury housing crisis – it doesn't have enough land for the 2,700 multimillionaires forecast to settle there over the next decade

Construction has begun on a $2bn (£1.5bn) scheme to reclaim land from the sea around Monaco so that more luxury apartments can be built for the thousands of extra millionaires expected to move to the principality in the next 10 years.

Nearly 35 in every 100 Monaco residents are millionaires and more of the global super-rich want to join them. Around 2,700 more are expected to call Monaco home by 2026, according to research by estate agent Knight Frank, taking the total to 16,100 out of a total population of under 38,000.

The hope that arose from seven failed satellite calls detected on Saturday morning, which Argentina's defence ministry at first said could be from the missing submarine, is also dimming fast. The government on Sunday said it could not confirm that the attempts had come from the ARA San Juan.

It wouldn't have been easy for a man with advanced tuberculosis. With Tate Modern about to stage its Modigliani exhibition, I've come to number 8 Rue de la Grande-Chaumière, his final home before he died tragically young in 1920. At 35, he wasn't just a victim of TB, but was suffering the toll of a lifetime's enthusiasm for alcohol and drugs.

Rights groups have condemned as illegal and discriminatory a ban on LGBTI events in the Turkish capital one week after President Recep Tayyip Erdoğan described empowering gay people as being "against the values of our nation".

The Ankara governor's office said on Sunday night that it was imposing a ban on all LGBTI cultural events until further notice, citing threats to "public order" and the fear of "provoking reactions within certain segments of society," days after it banned a festival on German-language gay films in the capital city.

The ban is the latest in a series of attempts by the ruling Justice and Development (AK) party to curtail the activities of Turkey's LGBTI rights movement, and to impose what critics say is a public morality rooted in Islam.

Vanuatu and New Caledonia were hit by small tsunami waves after an undersea earthquake of magnitude 7.0 struck 82 kms (51 miles) east of the Loyalty Islands in the South Pacific.

The quake, initially reported as magnitude 7.3, was the second major tremor in the same area in less than 24 hours and the third in the past month.

From the referendum campaign onwards, Brexiters have ignored the dire implications for Ireland. The neglect is a political and moral failure alike

Throughout his career, Gerry Adams relentlessly singled out the British government for the blame in Ireland's troubles. In truth, the responsibility for Northern Ireland's miseries was widely shared, not least with the IRA and Sinn Féin, of which Mr Adams has been for so long the chief strategist. Yet it is ironic that the Sinn Féin leader announced his retirement from frontline politics at the weekend. For Mr Adams is stepping down at the very moment when a British government is unambiguously the sole cause of a massively hostile act against Ireland, north and south, in the form of a hard Brexit.

From start to finish, Conservative Brexiters have shown that they simply could not care less about Ireland. In the referendum campaign, few gave even a passing thought to the impact of a leave vote on the relationship between Northern Ireland, the rest of the UK and the republic. When the vote went their way – though they lost in Northern Ireland – the Brexiters then gave bland assurances that the decision would make absolutely no difference to the island's soft border, the legacy of the peace process, or north-south and east-west cooperation.
