Dramatic increase in recorded cases across country, with infection rate rising fastest in south

The Covid pandemic has reached a "critical" stage in England, with prevalence doubling since last month with the fastest increases in the south where the R number has risen above 2, research has found.

While cases remain highest in northern England, a dramatic increase in infections has been recorded across all areas, according to the latest interim findings from the React-1 study from Imperial College London.

China's largest coronavirus outbreak in months appears to have emerged in a factory in Xinjiang linked to forced labour and the government's controversial policies towards Uighur residents.

More than 180 cases of Covid-19 documented in the past week in Shufu county, in southern Xinjiang, can be traced back to a factory that was built in 2018 as part of government "poverty alleviation" efforts, a campaign that researchers and rights advocates describe as coercive.

A knifeman killed three people and injured several others in an attack inside a church in Nice on the Côte d'Azur.

The killings happened at 9am on Thursday morning inside the Notre-Dame basilica in the city centre. There were unconfirmed reports in the French media that at least one of the victims had been beheaded.

Equality and Human Rights Commission report finds party is responsible for three breaches of the Equality Act

Labour responsible for harassment and discrimination, EHRC finds

The full Equality and Human Rights Commission report is online here.

The EHRC's interim chair writes in its foreword that the report is being published during a time like no other in recent memory.

Politicians have been asked to show leadership to steer the country out of an unprecedented crisis, and we are being asked to put our trust in them to do so.

Trust should be at the heart of a political party's relationship with its members, and with the wider general public; yet what this investigation has shown is a clear breakdown of trust between the Labour Party, many of its members and the Jewish community.

The equalities watchdog found evidence of political interference in the complaints process, with 23 instances of inappropriate involvement by the Leader of the Opposition's Office (LOTO) and others in the 70 files looked at.

It said this included LOTO staff influencing decisions on complaints, especially decisions on suspensions or to investigate a claim. Some decisions were made because of likely press interest rather than any formal criteria.

The Labour Party adopted a practice of political interference in certain complaints and the evidence indicates that it occurred more regularly in antisemitism cases.

A transparent and independent antisemitism complaints process, where all cases of alleged discrimination, harassment or victimisation are investigated promptly, rigorously and without interference is an essential part of the reforms needed to rebuild trust.

As the row over the discharge of Covid-positive patients into Scotland's care homes during the early days of the pandemic deepens, health secretary Jeane Freeman has insisted that a new report does not diminish government accountability, writes Libby Brookes, the Guardian's Scotland correspondent.

The report – which concluded the risk of an outbreak linked to discharge of positive or untested patients was "not statistically significant" - prompted anger from opposition parties, care chiefs and unions, who argued that it failed to properly explain why dozens of patients who tested positive for coronavirus, along with thousands who went untested, were discharged from Scottish hospitals into care homes in April and May.

For relatives and families of people who have died in care homes during this pandemic, I want them to know really clearly that I am not saying that this report says there is no accountability here or that I think that report in any way offers them comfort. It's a very technical report and it comes to a statistical conclusion but that doesn't take away from the human impact of this virus…

Angela Merkel faced shouts and heckles in Germany's parliament this morning as she outlined her government's plans for a "soft" second lockdown, writes Philip Oltermann, the Guardian's Berlin bureau chief.

From Monday, bars, restaurants, theatres, swimming pools and fitness studios will close for a month, and public gatherings be limited to two households or up to ten people. Unnecessary travel is discouraged and hotels advised not to host tourists. Schools, nurseries and shops will stay open, however.

I'm always a big fan of watching venerable news organisations take swipes at each other, and the Washington Post today has this delightfully waspish headline: The New York Times called 'Anonymous' op-ed author Miles Taylor a Trump 'senior official.' Was that accurate?

Paul Farhi and Sarah Ellison write:

The mystery surrounding the identity of "Anonymous" — the unnamed "senior official in the Trump administration" who wrote a damning New York Times opinion piece and best-selling book criticizing the president — was resolved by the author's self-reveal on Tuesday. But the lifting of veil only opened other questions:

Was it really accurate to describe the author as a "senior" official? Was the anonymity granted by his book publisher and the New York Times justified? And given his role in implementing one of the administration's cruelest policies, was he really the righteous whistleblower he portrayed himself to be?

One fear is that we could enter a prolonged period of uncertainty after polls close on Tuesday, due to the closeness of the election and the extended vote counting times in some states. David Catanese and David Smiley at the Miami Herald today paint a very different possible scenario, laying out how Florida could prevent a drawn-out election — and deliver a decisive blow to Trump on the night.

Florida is famous for razor-thin voting margins, hanging chads and the Bush v. Gore dispute that still defines the modern day presidential election nightmare.

But in 2020, the swing state has the unique chance to produce a clear winner of its coveted 29 electoral votes on the night of Nov. 3 or early morning hours of Nov. 4 — potentially warding off a drawn-out contest between President Donald Trump and Joe Biden where a winner can't be declared for days or even weeks.

Almost 300 asylum seekers including 36 children have died trying to cross the Channel to the UK in the past 20 years, according to the first analysis to collate deaths.

The Institute of Race Relations research, due to be published next month and seen by the Guardian, details the cases of 292 people who have died trying to cross by vehicle, tunnel and over the water since 1999.

The other day I had to go into town for a dental appointment. I put on all sorts of lovely clothes as if I were going out to dinner and an opening night. The prospect of being out and about was both exhilarating and daunting. I so desperately wanted to be among people and in the city, but I'd also completely forgotten what an event was. The dentist did not seem surprised by my sartorial over-commitment – but then, I was not the first patient he had seen since lockdown.

As a person working in the arts sector, the lockdown was strangely familiar on one level – a lot of actors get stuck in a kind of limbo waiting for someone else to give them permission to do what they are good at. It was as if we were all waiting by the phone for our agent to call. It was also strangely unfamiliar because the community that holds us together, the audiences, as well as the changing of the shows and the new releases, were all put on hold too. The flow between us all was severely affected, and I was both heartened and horrified when it began to surface online. Heartened because the urge to express ourselves and the desire to communicate seems undaunted by anything. Horrified because the worst place to rehearse and perform is alone in the mirror, and sometimes the phone is just a mirror.
