Many are still missing after this month's floods. Extreme weather is becoming more frequent, and it can be devastating

Survivors of South Africa's devastating floods have described "sheet upon sheet of relentless rain" that washed away entire houses, bridges and roads, killing about 450 people and making thousands homeless.

The storm, which delivered close to an entire year's usual rainfall in 48 hours, took meteorologists by surprise and has been blamed by experts on climate change. The new disaster comes after three tropical cyclones and two tropical storms hit south-east Africa in just six weeks in the first months of this year.

Shanghai authorities battling an outbreak of Covid-19 have erected mesh barriers outside some residential buildings, sparking fresh public outcry over a lockdown that has forced much of the city's 25 million people to stay home.

Images of white hazmat suit-clad workers sealing entrances of housing blocks and even closing off entire streets with 2 metre-tall green fencing went viral on social media on Saturday, prompting questions and complaints from residents.

The Canberra-based Brumbies had only lost once through the 2022 domestic component of the competition while the Highlanders had only banked one win but the men from Dunedin still proved difficult to shake on Sunday afternoon.

The Coalition has accused Labor of "sewer tactics" over what Josh Frydenberg described as a "racist" attack ad targeting Liberal Gladys Liu, that accuses the Chisholm MP of spreading fake news and trying to trick voters at the previous election.

But Labor frontbencher Penny Wong has rubbished claims her party was vilifying Liu, saying there were "legitimate" questions over her conduct.

Councils in England are failing to use new powers to block shoddy housing schemes

Research by UCL finds cash-strapped local authorities in the south-west, Midlands and north less likely to challenge developers

Housebuilders are churning out substandard housing schemes with poor living conditions despite councils having the power to block them, according to new research.

The National Planning Policy Framework was amended in July to allow councils to refuse "development that is not well designed". A study by University College London found that the Planning Inspectorate, which hears housebuilders' appeals, is now three times as likely to back councils who reject developments on design grounds. But it also found that the vast majority of those blocked were in the south-east, suggesting that elsewhere councils were not using the new powers.
