Critics say cash from UK, Norway, France and Germany could be wasted as damning report reveals illegalities, corruption and environmental crimes

Environmental groups have raised concerns about a $500m (£380m) forest protection deal signed by Boris Johnson at Cop26, after a damning report into the Democratic Republic of the Congo's "lawless" logging sector.

Johnson signed the letter of intent on behalf of the Central African Forest Initiative (Cafi) for a 10-year agreement which includes objectives to protect high-value forests and peatlands. Of the £200m committed to protecting the Congo basin by the UK at Cop26, £32m was given to Cafi from the aid budget.

Prime minister defends Canberra's 'calibrated' approach to Honiara and tries to turn criticism back on Labor

The prime minister, Scott Morrison, has fended off accusations that he is responsible for "the worst Australian foreign policy failure" in the Pacific since the end of the second world war after the Solomon Islands struck a new security pact with China.

Labor has seized on the new agreement as evidence that Australia has been asleep at the wheel while China has cemented its influence in the region, with leader Anthony Albanese saying more should have been done to prevent it from going ahead.

Penny Wong accuses Coalition of mishandling situation, raising concerns of a potential Chinese military presence in South Pacific

Labor has lashed the Coalition in the wake of the newly signed security agreement between China and Solomon Islands, branding it "the worst Australian foreign policy blunder in the Pacific" in decades.

The Coalition government sounded the alarm over the deal, arguing the pact has been negotiated in secret and could "undermine stability in our region". The foreign affairs minister, Marise Payne, and the minister for the Pacific, Zed Seselja, said they were "deeply disappointed" by the deal, and would "seek further clarity on the terms of the agreement, and its consequences for the Pacific region".

Bangkok's famous Mae Varee mango sticky rice shop has barely kept up with demand over recent days. At one point, so many delivery drivers had lined up outside to collect orders that the police arrived, concerned that their bikes were blocking the traffic.

"Yesterday we needed to close the delivery orders from time to time because we couldn't prepare [the rice] in time," said Naparom Suntiparadorn, whose family own the shop. On Sunday, delivery orders were six or seven times higher than usual.

The $100m tax on companies controlling more than 40% of market is 'arbitrary' and 'perplexing', says telco Digicel

Digicel Group says it is considering legal options after Papua New Guinea imposed a $100m tax that the telecoms firm said had potential "implications" for the planned AU$2.1bn ($1.57bn) sale of the Pacific's biggest mobile network to Australia's Telstra.

Telstra Corp Ltd said last October that it would buy the Pacific operations of Digicel in a deal largely funded by the Australian government, seen by observers as a way to block China's rising influence in the region. The operations include 2.5m mobile phone subscribers across PNG, Fiji, Vanuatu, Tonga, Samoa and Nauru.

The latest survey of 1,020 respondents shows Labor's standing in the two-party preferred "plus" measure is down three points in a fortnight, and there has been a two point increase in the number of undecided voters. But 55% of respondents believe Labor will win on 21 May.

Russia-Ukraine war latest: Ukraine repels ‘numerous’ Donbas attacks as Russian logistics falter, says UK – live

Posted: 19 Apr 2022 10:42 PM PDT

UK Ministry of Defence says Russian offensive in east is increasing but beset by problems; Russia says it will offer Mariupol ceasefire on Wednesday to allow Ukrainian defenders to lay down arms

A commander for the Ukrainian marines fighting in the last stronghold of Mariupol said his forces were "maybe facing our last days, if not hours" and appealed for extraction in video message published to his Facebook account early on Wednesday morning.

"The enemy is outnumbering us 10 to one," Serhiy Volyna from the 36th Separate Marine Brigade said as he sheltered at the besieged Azovstal factory, a vast plant with underground tunnels where Ukrainian defenders are pinned down by Russian fighters.

We are probably facing our last days, if not hours. The enemy is outnumbering us 10 to one.

Russian air activity in northern Ukraine is likely to remain low since its withdrawal from north of Kyiv. However, there is still a risk of precision strikes against priority targets throughout Ukraine.

Russian attacks on cities across Ukraine show their intent to try and disrupt the movement of Ukrainian reinforcements and weaponry to the east of the country."

Ukraine repelling intense Russian offensive in east, UK says, as Mariupol troops face ‘last hours’

Posted: 19 Apr 2022 09:28 PM PDT

Shelling and strikes in Donbas increasing but Russians hampered by logistical problems, Ministry of Defence claims

Russia has increased the intensity of its eastern offensive but has been repeatedly repelled by Ukrainian forces, the UK's Ministry of Defence (MoD) has said, as western governments pledged to send more artillery, and a new deadline for surrender in Mariupol approached.

The MoD said late on Tuesday that shelling and strikes were increasing over the line of control in Donbas but that Russian forces continued to be hampered by logistical and technological problems. It also noted an "inability to stamp out resistance" in Mariupol as a sign of failure to achieve Moscow's objectives.

Russia has deployed up to 20,000 mercenaries from Syria, Libya and elsewhere in the Donbas region, sent into battle with no heavy equipment or armoured vehicles, according to a European official. The mercenaries are being sent in as part of what western defence officials have described as a rush to have a victory that Vladimir Putin can announce at the 9 May military parade in Moscow commemorating the second world war.

Russian tycoon Oleg Tinkov, one of Russia's best-known entrepreneurs and founder of the Tinkoff bank, has urged the west to help end "this insane war". Tinkoff, who now lives outside Russia, claimed online that 90% of Russians were "against this war" and called Russia's forces a "shit army".

Western nations are preparing to stage coordinated walk-outs and other diplomatic snubs at Wednesday's meeting of G20 finance ministers in Washington to protest against Russia's invasion of Ukraine. US Treasury secretary Janet Yellen will boycott some sessions if Russian officials are present, one senior US official said, a stance other countries have said they will follow.

Kyiv and Moscow have not held face-to-face talks since 29 March. Each side blames the other for their breakdown. "Obviously, against the backdrop of the Mariupol tragedy, the negotiation process has become even more complicated," Ukrainian presidential adviser Podolyak told Reuters.

UN secretary general Antonio Guterres called for a four-day humanitarian pause in the fighting this weekend, when Orthodox Christians celebrate Easter, to allow civilians to escape and humanitarian aid to be delivered.

Russia deploys up to 20,000 mercenaries in battle for Ukraine’s Donbas region

Russia has deployed up to 20,000 mercenaries from Syria, Libya and elsewhere in its new offensive in Ukraine's Donbas region, sent into battle with no heavy equipment or armoured vehicles, according to a European official.

Previous agreements between Hindu and Muslim residents for the procession to avoid passing by a local mosque, which was holding evening prayers, were ignored.

Plantwatch: Dunes – the battle to save the UK’s sandscapes

Posted: 19 Apr 2022 10:00 PM PDT

A huge conservation project is under way to protect these precious and threatened habitats

Dunes are more than just piles of sand blocking the way to a beach. These are some of Britain's most precious and threatened habitats, a sanctuary for rare plants and wildlife adapted to living in sand, such as fen orchids, natterjack toads and sand lizards.
But sand dunes have declined by a third since 1900, under assault from aggressive invading plants such as sea buckthorn, and nitrogen pollution has enriched the poor nutrient soils, driving out native dune plants. The management of dunes has also been bungled by fencing and hedging them in to keep the sand blowing away. That stopped the dunes from moving and shifting, so they became carpeted in grass and scrub; a healthy dune needs open areas of sand that can blow in the wind, with depressions where birds and amphibians can shelter.

Dynamic Dunescapes, a huge project run by conservation charities and Natural England, is halfway through rejuvenating nine of the major dune areas in England and Wales. Diggers have removed topsoil, scrub, bracken, grasses and other invading plants, allowing the sand underneath to blow in the wind, with gulleys dug into the dunes to free up more sand.

Lawsuit asks court to rule SB 8 unconstitutional, citing public threats and legal action from anti-abortion activists

Reproductive rights advocates in Texas have filed a new legal challenge to halt a near-total abortion ban that has been in effect for more than half a year.

Senate Bill 8 bars abortion once embryonic cardiac activity is detected – typically as early as six week of pregnancy, which is before most people are aware they are pregnant – and offers no exception for rape or incest. The lawsuit, filed on Tuesday, asks a federal court to rule the extreme law unconstitutional. It cites public threats and legal action from anti-abortion activists against Texas abortion funds, groups that have been instrumental in helping patients travel out of state for care, arguing that this conduct has chilled their first amendment rights.
