Donald Trump has announced his daily US coronavirus briefings will resume and that wearing face masks were "patriotic" as European leaders agreed a huge coronavirus rescue plan and Australia announced it was scaling back economic support as one of its states battles a growing Covid-19 outbreak.

Having almost entirely avoided wearing a mask in public during the pandemic, the US president tweeted that "many people say it is Patriotic to wear a face mask when you can't socially distance". The post came with a photo of the president in a mask, possibly taken at his visit about 10 days ago to the Walter Reed military hospital outside Washington.

At 10.30am the intelligence and security committee is going to publish its very long-awaited report into Russian interference in British politics. The report was sent to Downing Street in October last year, in time for publication before the general election, but Boris Johnson dragged his feet when it came to approving it for publication, fuelling suspicions that he was suppressing it because it contained embarrassing revelations about Russian donations to the Conservative party, and President Putin's support for the Brexit campaign in the 2016 referendum. Johnson dismissed these claims, claiming that when the report was eventually published the conspiracy theorists would be disappointed. Some of the claims were "Bermuda Triangle stuff", he argued.

The report should be available at 10.30am on the ISC's website.

Commenting on the borrowing figures this morning (see 8.12am) Rishi Sunak, the c chancellor, said that over time he would put the public finances back on a sustainable footing. He said:

It's clear that coronavirus has had a significant impact on our public finances, but we know without our response things would have been far worse.

The best approach to ensure our public finances are sustainable in the medium-term is to minimise the economic scarring caused by the pandemic.
