The Turkish president has threatened to press ahead with an operation against Kurdish-led forces in Syria "even more strongly" if promises made by the US regarding the withdrawal of Kurdish fighters have not been met by the time a five-day ceasefire expires.

Up to 1,300 fighters from the Syrian Democratic Forces (SDF) are yet to vacate Ankara's proposed border "safe zone", as per the terms of a ceasefire announced by the US vice-president, Mike Pence, in Ankara last week, Recep Tayyip Erdoğan told reporters before flying to Russia.

Rolling updates on today's political developments as prime minister plans to ram his deal through parliament by Thursday

Owen Paterson, Tory MP for North Shropshire, asks for a "categorical assurance" that we will not use our fish stocks as a bargaining chip in future negotiations.

"I can confirm that we will take back 100% control of the spectacular marine wealth of this country," says Johnson.

Lady Hermon, the independent MP for North Down, says that the prime minister must not take the people of Northern Ireland for fools and must explain the implications of the deal to the people of the region.

The prime minister says that the vast majority of the Northern Ireland economy will leave the EU with the rest of the UK.

Brazilians rally to clean beaches amid outrage at Bolsonaro's oil spill inaction

Posted: 22 Oct 2019 02:00 AM PDT

  • Mystery surrounds origin of pollution in north-east
  • President suggests 'criminal act' aims to scupper rights tender

On Monday evening, Sport Club Bahia – one of the biggest football teams in Brazil's north-east – faced its rivals Ceará with black oil stains on their red, white and blue shirts. It was the latest sign of the growing outrage over a mystery oil spill that since early September has blighted a 2,200km stretch of some of the country's most beautiful beaches – and the failure of President Jair Bolsonaro's far-right government to handle the crisis.

Nobody knows where the oil is from or why it keeps washing up on Brazilian beaches. Yet while social media has been bombarded by videos of volunteers rolling up thick globs of oil in sand and putting them into plastic sacks, Bolsonaro sought to blame first Venezuela, then a "criminal action" to scupper a major oil tender. He has repeatedly attacked environmental protection agencies as a "fines industry" and has yet to visit affected areas.

A court in southern China has sentenced six men to prison for attempted murder in a hit job that was botched after being subcontracted several times.

'There is ingenuity in Africa': the architect who builds with trash

Posted: 22 Oct 2019 02:14 AM PDT

In the shadow of South Africa's car industry, making use of discarded parts is a way of life – so Port Elizabeth's Kevin Kimwelle makes a virtue of it

Tell us: how have South African cities changed in the 25 years after apartheid?

"You're lucky you arrived on a Monday," says architect Kevin Kimwelle as we drive through the twisting back streets of Port Elizabeth. "The municipality collects rubbish on a Monday … but later in the week, it'll be a terrible mess."

In South Africa waste collection is just one of the services that government struggles to deliver. A little under half of the country (41% of households) is without basic waste collection services, let alone recycling: as a nation, only 10% of waste is recycled, while 90% ends up in landfills.

The gentrification of Soweto hides its cruel apartheid history | Niq Mhlongo

A quarter of Johannesburg's population live in this modern and sophisticated township that is also blighted by poverty, drug addiction and crime

Tell us: how have South African cities changed in the 25 years after apartheid?

My mother tells me the house where I was born in the Chiawelo section of Soweto in 1973 didn't have windows, doors or a paved floor when they moved in. My father earned very little as a cleaner at the post office and had no money to fix it.

So my mother and her friends would go to a nearby farm to steal cow dung to make the floor. One day she got bitten by the farmer's dog. That scar of poverty is still engraved on her hand like an ugly tattoo.

We would like to speak to people about their views and experiences of city life in the country since the demise of the brutal political regime

This year marks 25 years since the end of apartheid in South Africa, a brutal political system that enforced the segregation of people of different races.

From 1948 to 1994 the division was formalised by law, ensuring the minority white population controlled wealth and power, while black people were oppressed and stripped of basic rights, such as the right to vote.

Boris Johnson faces a clash with soft Brexit MPs that could derail his Brexit bill, as Downing Street indicated it would not give way to demands to potentially extend the transition period beyond 2020 if this avoided a default to World Trade Organisation terms.

Philip Hammond, among a series of moderate Conservatives and ex-Conservatives who have expressed concern at the bill's rapid parliamentary timetable, told the Times that the bill was "a camouflage to a no-deal Brexit at the end of 2020".

Lake Chad shrinking? It's a story that masks serious failures of governance | Oli Brown and Janani Vivekananda

Posted: 21 Oct 2019 11:00 PM PDT

Our two-year study shows the lake has been stable since the 1990s. Costly 'solutions' shift focus from the complex causes of the region's deadly crisis

Lake Chad is a hydrological miracle – a life-giving, freshwater lake in the Sahara desert. But the region around the lake has been engulfed in a violent crisis for more than a decade, which has left nearly 10 million people in urgent need of humanitarian assistance.

Military crackdowns on insurgent groups such as Boko Haram have failed to end the violence. Bringing durable peace to the region requires unpicking a Gordian knot of many interlinked factors: poverty, sectarian mistrust, political marginalisation and corruption. The risks posed by the climate crisis to the rainfall-dependent livelihoods of the people of Lake Chad are an important strand of this challenge.

'Whistles, warnings, kaboom!': a day with a landmine clearance team | Jamie Fullerton

Aki Ra was a child soldier for Pol Pot, laying mines around Siem Reap. Now he is using his expertise to clear land in rural Cambodia and make it safe again

The rusty tailfin of the mortar round can be seen poking through the roots and mud of a small dirt patch, next to a skull and crossbones sign.

Aki Ra thinks the bomb could have been lying in rural Siem Reap, Cambodia, for 40 years. If it hadn't been found, it may have added another death to the approximately 20,000 people killed by explosives laid in the country from the late 1960s to the 1990s.

The Uzbek-German Forum for Human Rights and the Global Legal Action Network (Glan), a team of human rights lawyers, are launching a judicial review of preferential tariffs applied to Uzbek cotton, arguing that it is promoting the importation of goods tainted with modern slavery. The country has faced sustained criticism over the mass enforced mobilisation of hundreds of thousands of Uzbeks to work as unpaid labourers during harvest and planting seasons.

Canada's 43rd election campaign capped a particularly bruising year for Trudeau, but in the end his right-leaning rivals fared worse

Liberal supporters trickled into the party headquarters in downtown Montreal on Monday night, apparently worried that they were about to witness an electoral comeuppance for Justin Trudeau.

Yet any jitters quickly turned to cheers as the party secured a minority government, thereby rescuing Trudeau's legacy – and probably tilting Canada's political landscape further to the left in the process.
